International controlled delivery as a tool for identifying and solving crimes in the sphere of illegal drug trafficking by competent authorities of the states - participants of the Commonwealth of Independent States

Abstract:
Cooperation between the Ministries of Internal Affairs of the Commonwealth of Independent States member states in the fight against illicit trafficking in narcotic drugs, psychotropic substances, and their precursors involves the consistent implementation of the obligations enshrined in the basic UN anti-drug conventions, interstate treaties and agreements, and decisions of the CIS Council of Heads of State and Council of Heads of Government, as well as the CIS Council of Ministers of Internal Affairs. The subject of the research in this article is the issues related to the implementation of the operational-search method «International controlled delivery» in the practical activities of the competent authorities of the member states of the Commonwealth of Independent States. The conclusions reached by the author demonstrate the current state and trends of crime in the field of illegal drug trafficking, substantiate the need to make organizational and managerial decisions to improve the legislation regulating the implementation of «International controlled delivery».
