Abstract:
In the current conditions of development of society and the state, the issues of ensuring state secrets are of particular importance. The article comprehensively analyzes the formation and development of the state secret institution, draws attention to the historical and legal aspects of the formation of the state secret institution, its legal regulation in modern Russia, as well as the organizational and tactical foundations of working with documents containing information that constitutes a state secret. Attention is drawn to the fact that the evolution of this legal institution is inextricably linked to the process of state formation, during which specific mechanisms for protecting confidential information were developed, taking into account the socio-political and geopolitical characteristics of the relevant historical period. The authors examine specialized methods for protecting state secrets, the existence of rules for accessing them, control over their use, and measures for protecting them from unauthorized access.
