Purpose: to study and disseminate the ideas and scientific heritage of the prominent administrative scientist S.S. Studenikin, who stood at the origins of administrative law. Methods: to achieve the goal, the following methods are used in the work: logical, analytical, comparative-legal, as well as dialectical methods that reveal the essence, significance, relevance and modernity of S.S. Studenikin's works. Result: a brief chronology of events is given, which allows us to get an idea of how the doctrine of Soviet administrative law was created during the years of repression and the formation of an imaginary democracy. It was a different doctrine from the bourgeois one, because it was based on the ideology in force at that time, which was propagated and disseminated by the party in power. At the same time, working in such difficult conditions, scientists of the 1930s and 40s were able to isolate the foundations of science from this ideology, compile a system of basic principles on which science is based, and characterize each element of this system. It is criminal for a legal scholar not to know the works of his predecessors, especially if they are relevant, if modern theory is being built on the basis of these works and modern institutions of administrative law are developing. Scientific and practical significance: the article refers to this type of work, which is dedicated to the memory and scientific heritage, in this case – in honor of the 120th anniversary of the birth of a prominent Soviet administrative scientist, who laid not only the foundations of Soviet administrative law and administrative process, but also had a significant impact on the modern state and the development of the science of administrative law, its system, subject, and legal relations. This article may be useful for novice scientists, graduate students, teachers, and students.
