This article identifies ways to develop domestic legislation on public-private partnerships, taking into account international experience in the administrative and legal regulation of this institution. Based on an analysis of current legal, doctrinal, and enforcement issues, a set of measures is proposed to improve the legal framework for public-private partnerships, including the formalization of the activities of the National PPP Center; the introduction of the obligation of the executive authority of a constituent entity of the Russian Federation to establish and ensure the functioning of an organization engaged in the development of public-private (municipal-private) partnerships within its territory (regional development institutions); Stimulating the creation of public-private (municipal-private) partnership centers independent of public authorities as an element of civil society; establishing a specialized advisory and coordinating body of public administration—the Russian Government Commission for the Development of Public-Private Partnerships and Municipal-Private Partnerships; legally codifying the concept of the object of a public-private partnership agreement and a municipal-private partnership agreement; adjusting the legal definition of a public-private partnership project and a municipal-private partnership project; and other measures.
