The article analyzes problematic issues related to the specifics of documenting the criminal activities of persons who are leaders of the criminal environment in the light of the current legislation of the Russian Federation. The author of the article provides a list of signs characterizing a person occupying the highest position in the criminal hierarchy. The author examines the substantive part of operational investigative measures aimed at bringing to criminal responsibility the leaders of the criminal environment. Taking into account the analysis of law enforcement practice and doctrinal sources, the author makes recommendations concerning improving the effectiveness of operational investigative activities carried out by operational officers of internal affairs bodies in the field of countering persons occupying the highest position in the criminal hierarchy.
