Effective organization of departmental control is the basis for the successful fulfillment of operational tasks by the operational units of the Ministry of internal affairs of Russia. The article provides a systematic analysis of current legislation and law enforcement practice aimed at forming a universal procedure for the organization of departmental control over the inspection of premises by employees of operational units of the Ministry of internal affairs of Russia, which restricts the constitutional right to inviolability of the home. The study suggests the following stages of departmental control over the conduct of a housing survey: preparatory (organization of training), basic (coordination and control of the conduct) and final (legal assessment of the result).
