Ensuring law and order and public safety in the current conditions of the functioning of the internal affairs bodies of the Russian Federation is characterized by a qualitative expansion of interaction with civil society institutions. In the context of a dynamic change in the operational situation and the emergence of new threats, including in the information and telecommunications sphere, the participation of citizens in the protection of public order becomes a strategic resource for the prevention of offenses. The relevance is due to the development of the provisions of legislation regulating the participation of citizens in the protection of public order and the emergence of fundamentally new security challenges. The need to counter these challenges requires a review of the traditional forms of interaction between law enforcement agencies and public law enforcement associations, as well as the development of algorithms for their involvement in preventive work in the digital environment. Modern conditions dictate the need to optimize management mechanisms.
