In the changing global geopolitical environment, a number of foreign states have become increasingly reluctant to cooperate in the extradition of wanted individuals who have committed terrorist crimes. Failure by foreign partners to fulfill their obligations expressly stipulated by international treaties not only allows criminals to avoid criminal liability for their crimes but also creates a threat to national security for both the Russian Federation and the countries that have refused to extradite terrorists. This article explores the changing situation for the Russian Federation in the current international legal environment and analyzes the existing problems from the perspective of their systemic nature and political determinacy. Based on the conducted research, several proposals are formulated for overcoming the current negative trend and developing adequate countermeasures.
