This publication analyzes the current problematic aspects of the application of regional legislation in relation to administrative and legal norms. The number of cases of administrative offenses considered has been reviewed. The arguments against the division of subjects of competence between the federation and the regions are listed. The provisions supporting regional legislation in the field under study are considered. Judicial practice and theoretical views on problematic aspects of the administrative legislation of the subjects of Russia are analyzed. Conclusions are drawn about the need to improve the current legislation in the field of administrative offenses.
