The paper considers topical issues of respect for the rights and freedoms of citizens when solving tasks by the police to ensure public order and public safety, combating crime in conditions of special administrative and legal regimes. The implementation of the powers of the police in the context of the introduction of a military or state of emergency, the conduct of a counter-terrorism operation has a number of specific features. The police, protecting and protecting the rights and freedoms of citizens, are forced in such conditions to apply coercive measures and restrictions provided for in accordance with the law. The validity and proportionality of the measures applied are important principles of such activities. The study of the regulatory framework of the police, the practice of ensuring the rights and freedoms of citizens, indicates the need for further legal regulation of the exercise of police powers in conditions of special administrative and legal regimes
