The article examines the development of special legal norms regulating public relations in the sphere of criminal liability for illegal trafficking in narcotic drugs and psychotropic substances. Particular attention is paid to the difficulties arising in connection with the use of modern financial technologies, in particular, cryptocurrencies, which significantly complicate the process of tracking and preventing the laundering of proceeds from the sale of illegal substances. The history of the formation of the system for combating the spread of drugs and psychotropic substances is considered, and the active role of the state in the fight against this phenomenon at the legislative level is emphasized. It is noted that from September 1, 2025, a norm will come into force providing for criminal liability for the promotion of illegal trafficking and consumption of narcotic drugs, which indicates a further tightening of measures to combat drug crime.
