Today, frequent facts of discrimination against the rights, freedoms and legitimate interests of minors are of particular concern. It so happened that in modern society this problem is the most closed due to the historically formed culture of interpersonal relations, the specifics of upbringing and mentality. Child abuse has become a fairly common phenomenon, from which we are trying in vain to «shut down». The juvenile police, the Prosecutor's Office, educational authorities and the public need to develop and take effective measures to prevent milestones in the forms of incrimination of minors. The main emphasis in the development of such mechanisms should be placed on teaching the child not to be a «victim» and confidently say «no» to all forms of encroachment on his rights and free-doms. It is necessary to create and widely implement a network of crisis services in the system of gen-eral education and children's boarding schools, improve the legal culture of teachers and parents, and develop effective response mechanisms for competent authorities and officials on each fact of discrimination against minors.
