The article examines certain aspects of the civil (property) status of educational institutions of the Federal Penitentiary Service of Russia, the legal regime of state-owned property, the right to operational management of the owner's property, the right to use such property for commercial purposes, the right to use land, etc. The author pays attention to the peculiarities of the legal personality of educational organizations of the Federal Penitentiary Service of Russia in the field of exercising the powers of ownership, use and disposal of state-owned property on the basis of operational management. The analysis of the relationship between the owner of the property represented by the state and its representative with the universities of the Federal Penitentiary Service regarding the handling of this property is carried out. The forms of legal responsibility of universities of the Federal Penitentiary Service of Russia for their obligations are considered.
