The article analyses the criminal and legal risks associated with falsification of language certificates and corruption schemes in migration certification. The authors substantiate the need to introduce a special offence for falsification of test results, as well as to revise international agreements in the context of growing migration crime. Proposals for reforming legislation with a focus on practical enforcement mechanisms and elimination of legal asymmetry in the legalisation of migrants are presented.
