The article, based on the chronicle-thematic principle, presents the history of the development of correctional labor institutions, which were a prerequisite for the formation of a modern penal system. The work shows the chronology of the emergence and development of the General Administration of Camps, the structure and tasks of correctional labor institutions, the policy pursued towards prisoners (campers), their socio-legal status. The authors conducted an analytical collection and systematization of the normative legal documents of the All-Russian Central Executive Committee, the Central Executive Committee of the USSR, the Council of People's Commissars of the USSR regulating the activities of correctional labor institutions of the designated period, disclosed their contents, and also cited the point of view of reputable penitentiary scientists on individual documents that significantly influenced the further development of the penal system. As a conclusion, the authors proposed to consider the period not from a subjective position of law enforcement, but from a rule-making one, providing regulatory regulation of the process of executing sentences in such a difficult historical period for the USSR.
