The rapid digital transformation of the economic system, due to the introduction of artificial intelligence (AI) technologies, actualizes a complex of complex legal issues, the central of which is the problem of legal liability in case of harm. The technological evolution of AI systems, characterized by the growth of their autonomy, ability to self-learn and make decisions without direct human intervention, demonstrates the inconsistency of existing legal structures with new realities. The purpose of this study is a comprehensive analysis of modern legal approaches to the problem of liability for AI actions in various sectors of the economy and the development of scientifically sound proposals for improving legislation based on it. The methodological basis of the work was the dialectical method of cognition, which allowed us to consider the problem in development, as well as comparative legal, formal legal analysis and methods of legal forecasting and modeling. As a result of the research, key gaps and conflicts in modern legal regulation were identified, the advantages and disadvantages of the main theoretical models of liability were analyzed, and specific ways to eliminate them were proposed, taking into account foreign experience, including models of compulsory insurance, the creation of compensation funds and the development of industry certification standards. It is concluded that it is necessary to develop a flexible, proactive and balanced legal approach that, on the one hand, will stimulate innovative development, and on the other hand, will guarantee effective protection of the rights and legitimate interests of citizens, society and the state.
