In modern research literature and judicial practice, there is no single, well-established encyclopedic interpretation of extremism as an act and offense. In an effort to embrace the immensity, researchers and law enforcement officials are trying to incorporate into the legislative norm all imaginable formulations of illegal behavior. This redundancy leads to the fact that the semantic outlines of extremism are blurred, and citizens are unable to recognize its signs and, consequently, effectively counteract it. Research reveals an alarming trend: only about 10% of the population clearly understand the essence of extremism, are able to identify its characteristic features and, based on knowledge of the law, are ready for conscious counteraction. Based on the results of the conducted research, the authors strongly recommend that regulatory legal acts be unified and that their content be conveyed to every citizen through a clear, accessible interpretation. This is the only way to awaken a sense of vigilance in society, warn about the threat and form a readiness to repel it.
