The article analyzes the legal regulation of the activities of administrative commissions in the constituent entities of the Russian Federation, which lies at the intersection of different levels of rule-making (federal, regional, and local), creating prerequisites for situations of uncertainty and inconsistency of legal norms. The fragmented establishment of the legal status of commissions at the federal level gives rise to the main conflicts: differences in defining the legal nature of commissions, arbitrary formulation of the objectives of their activities, diverse approaches to the composition and determination of territorial jurisdiction. The problems of legal regulation become particularly acute in the context of procedural activities related to the examination of cases of administrative offenses based on the principle of collegiality, which is practically unaddressed in the Administrative Offenses Code of the Russian Federation. The article substantiates the need to establish unified provisions on the legal status of administrative commissions at the federal level as the only way to eliminate legal uncertainty and ensure consistency of legal regulation in this area.
