Abstract (English):
The Russian road sector solves a number of large-scale, social, economic and infrastructural tasks, including reducing distances, improving logistics, increasing investment potential, stimulating housing development, developing tourism and opening up new opportunities for many related activities. Over the past five years, Russia has been experiencing a record pace of highway construction, which ensures the accelerated development of all settlements located in the zone of attraction. In the context of the sanctions policy of foreign countries against Russia, one of the internal threats to eco-nomic security is embezzlement of budget funds. One of the main criminal risks remains the consistently high criminalization of procurement relations in the field of road management, and the system of "kickbacks" remains the method of committing crimes during the conclusion and execution of state and municipal contracts.
